Many university, scholarship and government portals limit photo size because thousands of applications must be stored and reviewed quickly. A ‘40 KB’ rule usually means the uploaded file must contain no more than 40,000 bytes. This compressor uses that safer decimal interpretation and checks the finished file itself instead of guessing from dimensions or quality.

Small files reduce storage and make forms usable on slow connections. The exact rule belongs to the portal, so use its stated number and confirm the downloaded Blob is at or below it.
Will compression make my photo blurry?
Some quality loss is unavoidable at very small targets. The tool protects quality first and clearly reports when dimensions had to be reduced, so you can choose a slightly larger target if print clarity matters.
Should I choose JPG, PNG or WebP?
Choose JPG for photos and maximum portal compatibility, PNG for graphics or transparency, and WebP only when the receiving site explicitly accepts it.
